Golnoush Khaleghi was born in 1941 in Tehran. She is a graduate of Persian National Music Conservatory, where she studied with Javad Maroufi and Hossein Saba, and The Tehran Conservatory of Music, where she studied Western classical music under Emanuel Melik-Aslanian. Golnoush spent three-and-half years at the Akademie Mozarteum in Salzburg, specializing in conducting under the tutelage of Professor Kurt Prestel and Professor Gerhard Wimberger. She has Bachelor's and Master's degrees in the same field from Oberlin College and the University of Wisconsin, respectively.
Ms. Khaleghi has worked closely with such renowned conductors as Helmuth Rilling, Robert Fountain, Karol Teutsch, and the late Rouben Gregorian, and has performed in the United States, Europe, Canada, Venezuela, and Iran.
She is the founder of the National Iranian Radio and Television Choir (Hamavazan) in Tehran and the Rouhollah Khaleghi Orchestra in Washington DC. Since the cultural upheaval of the Islamic Revolution in 1979, she has been a prominent figure in promoting Persian music and culture through the concerts of the Rouhollah Khaleghi Orchestra and other activities abroad.
She died on February 14th, 2021 at her home in Annandale, Virginia.

گلنوش خالقی زاده ۱۷ دی ۱۳۱۹ در تهران است. او در سال ۱۳۳۰ به هنرستان موسیقی ملی راه یافت و فراگیری ساز پیانو را آغاز نمود. از استادان وی در هنرستان میتوان به «حسین صبا»، «جواد معروفی» و «مصطفی کمال پورتراب» اشاره کرد. در سال ۱۳۳۸ پس از دریافت دیپلم هنرستان موسیقی ملی، با رتبه نخست به هنرستان عالی موسیقی وارد شد و تحت تعلیم «امانوئل ملیک اصلانیان» قرار گرفت. او پس از یک سال دیپلم هنرستان عالی موسیقی را نیز با رتبه اول دریافت نمود. پس از آن به عنوان دستیار استاد به آموزش پیانو و سرایش در هنرستان عالی موسیقی مشغول شد.
وی در سال ۱۳۴۱ به جهت ادامه تحصیلات موسیقی به اتریش سفر کرد و در «آکادمی موتزارتئوم سالزبورگ» به تحصیل در رشتهٔ «رهبری کر» مشغول شد و پس از ۳ سال به آمریکا مهاجرت کرد و در «کالج اوبرلین» (اوهایو) تحصیلات خود را ادامه داد. پس از آن در سال ۱۳۵۳ مدرک فوق لیسانس رهبری کر را از «دانشگاه ویسکانسین» در شهر مدیسون دریافت نمود. در این هنگام با رهبرانی نظیر: «رابرت فاونتن» و «کورت پرستل» همکاری داشت
او در سال ۱۳۵۳ به دعوت «رادیو و تلویزیون ملی» به ایران بازگشت و گروه «هم آوازان» را به جهت اجرای آثار کلاسیک ویژه گروه کر و ارکستر، بنا نهاد. پس ازانقلاب ۱۳۵۷ ایران، در سال ۱۳۵۸ مجدداً به آمریکا مهاجرت نمود و فعالیتهای هنری خود را در «کانون دوستداران فرهنگ ایران» آغاز کرد. در سال ۱۳۶۹ به ایران سفر کرد و قصد داشت به مناسبت بیست و پنجمین سالگرد درگذشت پدرش «روحالله خالقی»، برنامههایی در تهران و شهرستانها برگزار نماید اما به وی اجازه رهبری ارکستر داده نشد. در این هنگام به ضبط دوآلبوم موسیقی از آثار «روحالله خالقی» با عنوان «می ناب» پرداخت و مجدداً به آمریکا بازگشت.
